There are definitely legacy factors that are gumming up the works. I would blame trade unions of various kinds because they have so much political power, holdovers from India's socialist days. The Maoists and Naxalites don't seem to have as much power on a national scale, at least that's my understanding. They're more regional militant operations (funded by China, of course).
